As a DeafBlind Specialist at IDB, you will join our dynamic Vocational Rehabilitation (VR) team based in Des Moines, Iowa. This role involves traveling across the state to serve clients statewide, providing crucial vocational rehabilitation services to individuals who are DeafBlind and those who are blind and hard of hearing. Your key responsibilities will include:

Assessment and Goal Development: You'll interpret and analyze assessment data to develop tailored goals and activities within individual employment plans.

Client Services: Working closely with VR counselors, you'll identify the specific supports needed for DeafBlind clients to engage in successful and meaningful employment. Your role includes assessing communication, technology, and vocational needs, and guiding clients in explaining their qualifications and accommodation needs to employers and co-workers.
Capacity Building: Be a passionate advocate for equal access to services for individuals who are DeafBlind. Provide invaluable consultation and technical assistance agency-wide, including developing and delivering training on DeafBlindness. Your role extends to offering ongoing support and technical assistance to community rehabilitation providers.
Caseload Management: As a team player, you'll participate in regular meetings with VR counselors to coordinate services for DeafBlind clients. You'll spend the majority of your scheduled work hours in the community, engaging clients in various locations and conducting work-site assessments.

Minimum Qualification Requirements
Graduation from an accredited college or university with a degree in human service-oriented sciences, education, marketing or business and experience equal to three years of full-time professional work;
OR
the equivalent of three years of full-time experience as a rehabilitation counselor or teacher shall be considered as qualifying provided the employee has successfully completed training to meet the certification criteria established by the agency;
OR
an equivalent combination of education and experience, substituting the equivalent of one year of full-time professional work experience for each year of the required education to a maximum substitution of four years.

The Civil Rights Division (Division) of the Department of Justice (DOJ), created by the Civil Rights Act of 1957, works to uphold the civil and constitutional rights of all Americans, particularly some of the most vulnerable members of our society. The Division enforces federal statutes prohibiting discrimination on the basis of race, color, sex (including pregnancy, sexual orientation, and gender identity), disability, religion, familial status, national origin, and citizenship status.
The Special Litigation Section is one of several Sections in the Civil Rights Division. We work to protect civil rights in the following areas: 1) the rights of people in state or local institutions, including: jails, prisons, juvenile detention facilities, and health care facilities for persons with disabilities; 2) the rights of individuals with disabilities to receive services in their communities, rather than in institutions; 3) the rights of people who interact with state or local police or sheriffs’ departments; 4) the rights of youth involved in the juvenile justice system; 5) the rights of people to have safe access to reproductive health care clinics; and 6) the rights of people to practice their religion while confined to state and local institutions. In particular, the Supervisory Trial Attorney will be responsible for supervising: implementation of practice area priorities; screening and development of new matters; comprehensive investigations involving in-person visits, witness interviews, experts, data analysis, and preparation of written recommendations and legal analyses; litigation involving all aspects of the Section’s corrections and juvenile justice work; the negotiation, monitoring, and enforcement of settlement agreements; and attorney and staff development. Litigation associated with the Section’s investigations in typically complex, involving extensive discovery, pretrial motions practice, preliminary injunction hearings, trials, and post judgment enforcement and contempt proceedings;
(5) reviewing, editing, and approving extensive written work product;
(6) supervising and mentoring attorneys and other Section staff addressing unlawful conditions of confinement in prisons, jails, and juvenile justice facilities and in the administrative of juvenile justice;
(7) Supervising and conducting outreach activities, including conference presentations, to individuals affected by the work of the Section; and
(8) undertaking various administrative duties, including evaluating attorneys and staff and performing non-litigating assignments and special projects assigned by the Chief or other officials in the Division.

Our services literally span a lifetime including five campuses in Talladega, ten regional centers located throughout the State of Alabama with programs that range from early and senior intervention, traditional and nontraditional education services in residential and outreach settings and a manufacturing facility that is the state’s largest employer of adults who are Blind and Deaf.
Job Description:
- Master’s in Visual Impairment, Hearing Impairment, Special Education, Vocational Rehabilitation, or Educational Administration.
- A minimum of five years recent (within last six years) senior administrative experience.
- A minimum of five years of experience with programs that serve children who are deaf and/or blind.
- Must demonstrate an understanding of children with exceptionalities.
- Must possess mature judgment and leadership skills with abilities to be creative and exercise individual initiative.
- Must have experience in obtaining state and federal funding.
- Must possess knowledge of federal and state statutes and laws concerning educational administration and programming, particularly as they affect those with exceptionalities.

Performance Requirements:
- Provide leadership and direction for AIDB instructional programs. - Provide visionary leadership in existing programs and strategic planning to enhance and expand instructional programs. The Chief Educational Programs Officer will have supervisory responsibility for the curricular component in all three K-12 programs.
- Responsible for obtaining excellent accreditation status and maintaining accreditation status for all K-12 programs.
- Provide leadership and direction for identifying and implementing best practices in educating AIDB students.
- Provide leadership and oversight in outreach services for children that are Deaf, Blind and/or DeafBlind in the State of Alabama.
- Make recommendations to the President for policies and procedures in accordance with state and federal laws.
- Collect student/consumer and program data that will be used to evaluate program success, student outcomes, and the progress made toward the implementation of strategic planning goals and objectives.
- Assist the Chief Financial Officer and Departmental Administrators in the development and management of budgets.

- Assist in preparation and submission of reports and other materials as may be required to the State Budget Office, State Legislature, State Department of Education, and other agencies.
- Develop and coordinate needs assessments, comprehensive in-service programs, and programmatic evaluations. The program evaluation process will utilize measurable data to determine the efficiency and effectiveness of the programs and services on an annual basis.
- Serve as AIDB’s designee on the Commission on Government Accountability.
- Coordinate Baccalaureate and graduation activities.

According to the AER Accreditation Council Policy and Procedures Manual, HEAC is responsible for the coordination of the higher education function of the AERAC. Job Description:
